JACKSONVILLE Sheriff’s Department has released video footage of Ryan Palmeter moments before he began firing upon a local Dollar General, killing three.
The chilling footage is short, showing the gunman scoping out his target and looking down the barrel of the gun before entering.
It cuts quickly to an angle taken from inside the store as he enters and raises his weapon, then cuts off before any shots are fired.
Jacksonville Sheriff TK Waters told reporters that the video is short because the content further in the video is “inappropriate” for television and will not be released out of respect for the victims and their families.

Sheriff Waters said at an earlier news conference: “Plainly put, this shooting was racially motivated and he hated Black people.”
All three victims were Black and have been identified as, Angela Michelle Carr, 52, Anolt Joseph “AJ,” 19, and Jarrald De’Shawn Gallion, 29.
The gunman’s weapon
The shooter used an assault-style rifle, an AR-15, to kill his victims and a handgun to kill himself.
The Jacksonville Sheriff’s Department revealed that these weapons were bought legally by the gunman.
The sheriff explained: “When a person grabs a gun with hateful intentions, it’s very difficult to stop [a tragedy] from happening.”
President Biden’s statement on the shooting
Biden released a statement regarding the shooting.
He acknowledged that this hate crime comes around the anniversary of the March on Washington and denounced it entirely.
“Even as we continue searching for answers, we must say clearly and forcefully that white supremacy has no place in America.
“We must refuse to live in a country where Black families going to the store or Black students going to school live in fear of being gunned down because of the color of their skin.
“Hate must have no safe harbor. Silence is complicity and we must not remain silent.”
Secondary target
The gunman first appeared on Edward Waters University, an HBCU, where he was turned away by security officers.
This incident was reported to the Jacksonville Sheriff’s Department by the university.
While on campus he put on a bulletproof vest and then made his way to the Dollar General where he perpetrated his killings.
Victims of hate
The Jacksonville shooter targeted a group of people because they were black in a hate-driven attack.
Three people were killed: Anolt Joseph (AJ) Laguerre Jr., 19, De’Shaun Gallion, 29, and Angela Michelle Carr, 52.
What is a hate crime?
The FBI defines a hate crime as:
“a committed criminal offense which is motivated, in whole or in part, by the offender’s bias(es) against a race, religion, disability, sexual orientation, ethnicity, gender or gender identity”
The Jacksonville shooter was motivated by race, which has caused the FBI’s current involvement in the case as hate crimes are federal offenses.
FBI opened hate crime investigation
The FBI has opened a hate crime investigation into the Jacksonville shooting.
The white gunman, Ryan Palmeter killed three Black victims before shooting himself.
There appeared to be swastikas marked on his firearm and he left behind three manifestos which included “disputing ideology of hate,” according to Sheriff Waters.
Officials believe shooter acted alone
Sheriff TK Waters told reporters that law enforcement believes Palmeter was acting alone.
Palmeter had turned the gun on himself after the attack, but left behind manifestos containing a “disgusting ideology of hate.”
Waters elaborated: “He targeted a certain group of people and that’s Black people. That’s what he said he wanted to kill. And that’s very clear.”
Weapons purchased legally
Sheriff TK Waters confirmed to reporters that the weapons were purchased legally.
The Wild West Guns and Orange Park Gun and Pawn told authorities that the weapons followed proper sale procedures.
Palmeter had two other run-ins with law enforcement in 2016 and 2017 but was not arrested during either incident.
Chilling footage released
The Daily Mail has obtained chilling video footage of Ryan Palmeter entering the Dollar General on Saturday.
The footage revealed Palmeter opening fire outside of the store.
He carried an AR-15 and a handgun that had Nazi symbols painted on it.
Victims identified
The three victims identified in the Jacksonville shooting are 52-year-old woman, Angela Michelle Carr, 19-year-old Anolt Joseph “A.J.” Laguerre Jr., and 29-year-old Jarrald De’Shawn Gallion.
All three victims were Black and authorities are investigating the shooting as an act of hate.
Epidemic of shootings fueled by hate
The Jacksonville shooting marks a painful reminder of gun violence fielded by hateful ideologies.
In May 2022, 10 Black people were killed in a Buffalo supermarket. The gunman was later found to have held white supremacist ideology.
In 2019, a mass shooting left 22 dead at a Walmart in El Paso. The shooter then told police he wanted to kill Mexicans.
Shooting result of ‘hate’
Sheriff Waters confirmed Palmeter was acting out of hate.
He used guns with Nazi symbols painted on them and left behind manifestos with hateful ideologies detailed.
All three of the victims were Black and the tragedy occurred in a city where almost a third of residents are Black.
The Dollar General is located near Edward Waters University, a historically Black institution.
No injuries
The identities of the three victims are still unknown at this time, but there were no additional injuries.
It is also unclear how many people were in the store when the shooting occurred.
Homeland Security monitoring situation
The Secretary of Homeland Security, Alejandro Mayorkas said in a statement that the agency was “closely monitoring” the situation.
Mayorkas added: “Too many Americans — in Jacksonville and across our country — have lost a loved one because of racially-motivated violence.”
Mayor calls the incident ‘frustrating’
Mayor Deegan spoke to reporters yesterday after the shooting occurred.
She stated: “I can’t even begin to tell you how frustrating this is for all of us,”
“We’ve seen it too much.”
Victims yet to be identified
The victims have yet to be identified.
Sheriff Waters confirmed there were three victims, two men and one woman who were all Black.
Guns purchased legally
Law enforcement confirmed to the New York Times that Ryan Palmeter was armed with an AR-15 rifle and a Glock handgun when he entered the Dollar General.
He had purchased the guns legally.
Gunman’s identity revealed
The Jacksonville Sheriff’s Office has confirmed on their official X account the identity of the gunman who shot and killed three individuals.
The suspect’s name is Ryan Palmeter and he is 21 years old.
Occurred on fifth anniversary of Jacksonville landing shooting
The Jacksonville shooting occurred on the fifth anniversary of another mass tragedy in the city.
A gunman killed two people and injured 11 in 2018 during a video game tournament.
Jacksonville Mayor Donna Deegan told reporters at a press conference on Saturday that the shooter was aware of the anniversary in manifestos that he left behind.
More on the suspect’s record
The suspect was involved in a 2016 incident involving domestic disturbance, Sheriff Waters told reporters at a press conference.
The following year, authorities responded to a Baker Act call for the suspect.
The Baker Act is a state law that intends to help individuals experiencing emergency mental health crises.

Representative Maxwell Frost calls out DeSantis
Representative Maxwell Frost has spoken out about the Jacksonville shooting and called out Governor Ron DeSantis on X, formerly known as Twitter.
He wrote: “A racist bigot walked into a store to murder Black people. A racist bigot felt comfortable enough to walk into a store to murder Black people.
“The far-right fascist movement, embraced by Gov @RonDeSantis, is murdering people.”
Frost represents the 10th congressional district of Florida.
Leadership Conference releases statement
The Leadership Conference on Civil Rights and Human Rights has released a statement following the Jacksonville shooting.
Maya Wiley, the president of the conference and former NYC mayoral candidate wrote: “In the face of yet another heinous act fueled by hatred, our hearts are heavy and our spirits are tested, but our resolve is renewed.
“Today, as we commemorate the 60th anniversary of the March on Washington, we are painfully reminded that everything we do now matters more than ever.
“We recommit ourselves to the more urgent struggle for justice, equality, and a country that recognizes our humanity. In Jacksonville, Fla., where a community reels from racial violence, we mourn three Black lives.
“This horrifying incident underscores the urgent need to confront and dismantle dangerous, racist ideologies, as they perpetuate a climate of violence and division that threatens the fabric of our society.”
Incident is ‘an outlier’
Sheriff Waters told reporters the mass shooting was an “outlier.”
He added: “It doesn’t represent who we are as a city or who we are as a people.”
“We live together as a community and we fight together as a community.”
FBI Jacksonville releases statement
The FBI has released a statement following the shooting in Jacksonville.
The statement read: “The FBI Jacksonville Field Office is coordinating with the Justice Department’s Civil Rights Division and the U.S Attorney’s Office for the Middle District of Florida on the tragic shooting in Jacksonville, Florida.
“The FBI has opened a federal civil rights investigation and we will pursue the incident as a hate crime.
“The FIB will bring every resource to bear in this investigation. As this is an ongoing matter, we are not able to provide additional information a this time.”
President Biden briefed on shooting
The White House told NBC News that President Joe Biden has been briefed on the shooting in Jacksonville.
He has not addressed the media but returned today from his vacation in Lake Tahoe, California.
Biden was also briefed on other shootings that occurred across the nation.
